A padlock in the server list for allowlisted servers

Servers with an allowlist process now get a padlock icon, and can show instructions for getting access on their server page.

Key points

Set it up in txAdmin or with the sv_appearAllowlisted and sv_allowlistInstructions convars.
Server owners decide for themselves whether their server has an allowlist.
Upvotes now show as an icon with a tooltip instead of a running total.

Your server name, description, tags, language and images are now managed in the Cfx Portal instead of your local config files.
